Covenant Community Services provides Family
Support Services as an alternative to out-of-home placement or a
higher level of placement for a child in residential care.
Children often experience short-term crisis and are in need of
short-term interventions to maintain their placement in the
community. The role of the Covenant Family Support Counselor (FSC)
is
to provide one-on-one interventions, under the direction of a
Licensed Mental Health Practitioner, to enable the child to
reside in the least restrictive environment. Covenant provides two
distinct and dynamic services under Family Support Services –
Therapeutic Behavioral; Services (TBS) and Intensive Behavioral
Services (IBS).
Mission
The mission of Covenant TBS
is to provide individualized, strength based services to
children at risk for psychiatric hospitalization or higher-level
residential placement due to inappropriate behaviors. We fulfill
the mission by providing one-on-one services to stabilize a
child’s behaviors and ensure successful living for the child in
their current living environment. Our Family Support Counselors
help children maintain the least restrictive level of care by
resolving problem behaviors and achieving short-term treatment
goals. Covenant TBS is short-term in nature, with an emphasis on
restoration of natural supports.

Therapeutic Behavioral
Services (TBS) are services for eligible children who need
short-term behavioral supports in order to maintain their
current living situation or to enable a successful move from a
high level of care to a lower level of care. The Covenant TBS
program provides TBS in cooperation with Kern County Mental
Health, Clinica Sierra Vista and Henrietta Weill Child Guidance Clinic.
How TBS works
The TBS treatment team
develops and implements plans that support the child and create
a better fit for the child and family (or care provider) with
their current environment. TBS consists of three main phases:
TBS staff gain an
understanding of the child's behavior, needs and environment and
develop a plan.
TBS staff work directly
with the child and the child’s care providers. At this time, TBS
staff, the child and the child's caregivers are working together
and each person is taking responsibility for their part of the
child's behavior plan and it’s success.
During the final phase, TBS
staff oversee a transition plan to ensure that the positive
changes that have been realized are maintained throughout the
transition period and beyond.
Covenant TBS is only
successful as we support and serve children and their families
for restoration and reconciliation through strength-based
supports. Our success flows from the encouragement and the use
of natural supports. In short, we are building families and
developing children for success in their community and in life!
